Kherson Region's Restoration: ₴5.2B for Housing, Roads, and Clinics

The de-occupied territories are being actively restored in the Kherson region: housing and roads are being repaired and built in Posad Pokrovsky, an outpatient clinic is being built in Davydovyi Brod, and a gymnasium is being reconstructed in Chornobaivka. In total, billions of hryvnias worth of tenders have already been announced for these projects and other infrastructure facilities in the region.

Intent decided to investigate the most expensive tenders held in the Kherson region since the beginning of 2025.

In late February, the Kherson Regional Infrastructure Restoration and Development Service began announcing tenders for the repair of houses in villages affected by Russian attacks.

In early March, the Ukrainian government allocated additional funds for the restoration of the de-occupied territories. In particular, 5.2 billion hryvnias will be allocated for the comprehensive restoration of five settlements, including the village of Posad-Pokrovske in Kherson region, which was heavily affected by the fighting: housing and infrastructure were destroyed by shelling.

The announced tenders cover both major repairs and new construction of the destroyed houses. The Recovery Service has announced a tender for the repair of private houses in the village of Posad Pokrovske, which is part of the Chornobaiv community. Among other things, tenders worth more than UAH 54 million were announced for the restoration of houses on Zelena, Pokrovska, Sportivna and Khersonska streets. Subsequently, another tender was announced for the repair of housing on Bobrovsky, Voennaya, Gagarin, Dedukh, and Ingulets streets. In total, more than 20 houses and apartments are planned to be renovated, and the total amount of work is more than UAH 38 million.

In addition, the Recovery Service was looking for a contractor to reconstruct the gas supply system. UAH 111.2 million is allocated for these works. The tender documents emphasize that the return of gas is a priority in the post-war reconstruction of the region, which will help residents return and normalize their lives.

Also, the houses destroyed by the Russians are to be restored. The plan is to build more than 100 new houses in the destroyed Posad Pokrovske. The cost of these works is almost 400 million hryvnias.

At the end of March, a number of multimillion-dollar tenders were announced for road repairs and maintenance. The Restoration Service announced four tenders for the overhaul of the road network in Posad Pokrovsky. The total budget is over UAH 580 million. In addition, state roads in Kherson district are planned to be maintained for more than 180 million hryvnias, as well as emergency road repairs for almost 70 million hryvnias.

Procurement has also been announced for Beryslav district: Restoration Service for more than 170 million for road maintenance, and another 182 million planned by Local Roads of Kherson region.

In addition to restoring housing and roads, a new Security Center is planned to be built in the village of Posad Pokrovske. Almost 38 million hryvnias have been allocated from the budget for this work. The building will have a boiler room, a fire station, a police station, and emergency medical care.

By the way, the most expensive purchases are not only for Posad-Pokrovsky.

For example, the Department of Territorial Development of the Kherson Regional State Administration announced the construction of a new outpatient clinic in Davydovyi Brod worth UAH 15 million. The building will include offices for doctors, a treatment room, and a vaccination room. In addition, solar panels will be installed to cover energy consumption and a rainwater collection system for technical needs.

Not long ago, the Chornobaivka village council announced a tender for the reconstruction of the Kyselivka gymnasium. The cost of the work is over UAH 100 million. In addition to the construction work, it is necessary to purchase and install furniture, including desks, tables, first aid kits and other equipment.

One of the largest tenders in the Kherson region is for an armored ambulance for the Kherson Regional Hospital. The vehicle will allow medical workers to work even during shelling.
