Odesa Mayors' Land and Vehicle Declarations: Shovkaliuk Tops Rankings

Journalists of the Center for Public Investigations analyzed the declarations filed by mayors of major cities in Odesa Oblast and found that if they added up all their land, the total area would be 24.9 hectares.

Valeriy Shovkaliuk became the leader among the mayors in the CPR rating by the number of land plots. His family owns almost 20 hectares of land, which is an absolute record among the mayors of Odesa region. Of these, 15.3 hectares in the village of Shevchenkove belong to his wife, and 4.4 hectares to Valeriy Shovkaliuk himself in the village of Starostyno. With these, Shovkoliuk was on the top of the CPR rankings in 2022 and 2023.

Hennadii Trukhanov is in second place with 2.7 hectares, which is seven times less. The mayor's mother has 2.69 hectares in the village of Pishchanka, Vinnytsia region, and she and the mayor share 0.06 hectares in Odesa. The land area of the head of Odesa also did not change in 2022 and 2023.

Vasyl Huliayev takes the third place with 1 hectare. The official has 2 plots of land in the village of Molodizhne. In last year's declarations, Huliayev also declared 5 plots of his wife's land, totaling 1.8 hectares in the same village.

Valeriy Hryhorash has two plots in the village of Zlatoustove with a total area of 0.4 hectares. Andrii Abramchenko and Vitalii Hromadian have 0.2 hectares each, and Oleh Albanskyi has 0.1 hectare. Oleksandr Skalozub declared the least amount of land - 0.0035 hectares. And Serhiy Dymytriyev has no land at all.

As for cars, Oleh Albanskyi is the leader among the mayors of Odesa region. His family owns a fleet of 56 vehicles: 46 trucks, a backhoe loader, a crane, a moped, two semi-trailers, two trailers, and several cars. In 2022, the Albansky's fleet consisted of 53 vehicles. In 2023, Oleksandra Albanska purchased two trucks and a semi-trailer. So the couple now has 56 vehicles. 30 of them belong to the official's wife, and 26 to the mayor himself.

The Abramchenko family owns 4 cars, all of which belong to the mayor's wife, and he only has the right to use them. In 2022, as well as in 2023, Iryna Abramchenko owned 5 cars. However, in his declaration for 2024, Andrii Abramchenko did not declare a TOYOTA RAV4. At the same time, there is no data on the sale of the car.

Vasyl Huliayev has two cars - a GAZ and a VOLKSWAGEN MULTIVAN. In his last year's declarations, he also indicated an AUDI Q5 owned by his wife.

Serhii Dymytriiev has a car and a trailer. It was the same in 2022 and 2023. Valeriy Shovkaliuk's wife has one car, and he has none. The situation was the same in 2022 and 2023.

As for the other mayors, Trukhanov has to rent a Land Rover Range Rover from Lesor Odesa LLC, while Volodymyr Novatskyi and Valeriy Hryhorash generally walk.
