The newly appointed head of the Peresyp District in Odesa had a business in the housing and utilities sector

A new head of the Peresypsk District Administration has been appointed in Odesa. Prior to this,Andriy Surzhenkoserved as a member of the Teplodar City Council, chaired a specialized committee, and ran a business in the housing and utilities sector. 

The Center for Public Investigations examined the official’s background and his assets.

Ihor Koval, acting mayor of Odesa, signed the order without conducting a competitive selection process. The appointment was based on Surzhenko’s application and a recommendation from First Deputy Mayor Oleksiy Filatov.

Before joining the Odesa City Hall, Surzhenko served as a member of the Teplodar City Council. In 2015, he received a seat from Serhiy Kivalov’s party, and in 2020, he was re-elected as a member of the “Servant of the People” party. After his first election, he headed a council committee whose responsibilities included housing and utilities, transportation, industry, education, culture, and sports.

Surzhenko also headed the LLC “Housing and Maintenance Construction Enterprise ‘Our City.’” In 2023, journalists from Anticorruption Dimension reported that the company had effectively monopolized part of the housing and utilities sector in Teplodar and was awarded contracts to repair residential buildings.

His declaration also lists a significant amount of property and vehicles. Specifically, the deputy declared a plot of land and an apartment, while his wife declared another plot of land and a residential house. The transportation section lists an excavator, several buses, trucks, a passenger car, trailers, and other equipment.

Among his corporate interests, the official listed a 100% stake in LLC “ZHEBP ‘Nashe Misto 21’” with a nominal value of 50,000 hryvnias.

Also, in late August in Odesa, following the dismissal of the director of the city council’s “Specialized Installation and Maintenance Unit,” the city council appointed an interim head.Denis Koval was named to the position.
