The Odesa region topped the ranking of companies with outstanding debts among Ukraine’s southern regions

<span><span><span><span><span><span>In the Odesa region, more than 14,000 businesses are on the list of entities in debt to the state. By this measure, the region ranks first among all regions in southern Ukraine, ahead of the neighboring Mykolaiv and Kherson regions.</span></span></span></span></span></span>

<span>This is according to data from the OpenDataBot platform. </span>

In Mykolaiv Oblast, 6,845 companies owe taxes to the state. In Kherson Oblast, there are 4,474 such companies, and in Zaporizhzhia Oblast, 9,404.

Nationwide, the largest number of companies in debt is registered in Kyiv—58,056, or 27% of the total. Businesses in the capital account for more than a third of the total corporate tax debt—96.06 billion UAH.

Dnipropetrovsk Oblast ranks second—17,042 companies owe 23.37 billion hryvnias in taxes. Next is Kharkiv Oblast—15,202 companies with a combined debt of 10.56 billion hryvnias.

The total amount of companies’ tax debt has increased 2.5-fold since the start of the full-scale war. 

Previously, Odesa Oblast became one of the top five regions in terms of the number of newly established businesses since the beginning of 2025, but did not make it into the top five regions in terms of the volume of budget funds received.

<span><span><span><span><span><span>The Odesa region also ranked second in the number of new businesses with foreign owners. In </span></span></span></span></span></span>the first 7 months of 2026, 709 such new companies were established in Ukraine. The largest number of firms is concentrated in Kyiv, with the Odesa region in second place.
