The Odesa region outpaced most other regions in the number of new businesses

The Odesa region has become one of the top five regions in terms of the number of newly established businesses since the beginning of 2025, but it did not make the top five regions in terms of the amount of budget funds received.

According to the study, 15,954 companies and sole proprietorships have been registered in the Odesa region since the beginning of 2025. This ranks fifth among Ukrainian regions.

Kyiv remains the leader in the number of newly established business entities—34,655 sole proprietorships and companies as of early September 2025. The Dnipropetrovsk region ranks second (21,069 entities), followed by the Lviv region in third place (17,096). The Kyiv region took fourth place (16,233 entities).

Together, these five regions account for more than half of all new businesses in the country since the beginning of 2025.

Despite ranking among the top five in terms of the number of businesses, the Odesa region did not make it into the top ranks for the volume of budget payments—including tenders, government contracts, and payments for work performed for government agencies.

According to the analytical system, companies and sole proprietors in Kyiv received the largest amount of budget funds from the beginning of the year through September 1, 2025—448.7 million UAH. The Dnipropetrovsk region received 308.6 million hryvnia, the Lviv region—201.4 million hryvnia, and the Kyiv region—67.7 million hryvnia. Transcarpathia rounds out the top five with 45.6 million hryvnia.

The study’s authors note that Zakarpattia made it into the top five for budget payments likely due to business relocations and government projects in a relatively safe region—unlike the Odesa region.

Separately, analysts highlighted foreign businesses. Between 2022 and 2025, the largest number of new companies with foreign founders were registered by entrepreneurs from Turkey, the United States, Poland, Germany, and the United Kingdom.

According to the study, following the outbreak of full-scale war, the number of such companies has grown year after year.
