Budget fraud totaling 52 million was uncovered in the Odesa region

In the first six months of 2026, law enforcement officials in the Odesa region uncovered budget fraud totaling more than 52 million hryvnias. The money was supposed to be used for schools, hospitals, roads, and shelters, but some of it ended up in the wrong pockets.

This was reported by the press office of the Odesa Regional Prosecutor’s Office.

Over the course of six months, prosecutors served notices of suspicion to individuals involved in nearly 30 schemes involving abuse of office, negligence, and embezzlement of public funds.

The funds were misappropriated during the procurement of fuel and electricity for schools and kindergartens; the construction of shelters for children; the renovation of a children’s arts center; the implementation of state programs to support farmers; payments made during the COVID-19 pandemic; the procurement of traffic signal equipment; and the purchase of containers for the Defense Forces.

Both current and former officials are implicated in the schemes. Among the suspects are officials from the Odesa City Council, heads of state-owned enterprises, directors and accountants of municipal institutions, heads of contracting companies, technical supervision engineers, heads of medical facilities, and veterinary officials.

The prosecutor’s office emphasized that it is working together with other law enforcement agencies to expose such schemes and hold those responsible accountable.

The total amount of budget losses in these cases already exceeds 52 million hryvnias.

 Earlier,the Center for Public Investigations compileda list of the most notable corruption cases in southern Ukraine that came to light during the last six months of 2026. 

In particular, in the Kherson region, one of the most high-profile cases of the first half of the year was an investigation into the possible overpricing of materials during the restoration of water supply in the village of Posad-Pokrovske.

In the Mykolaiv region, high-profile cases included schemes to evade mobilization, embezzlement of budget funds, illicit enrichment of members of parliament, and convictions of officials.
