Water Supply and Military Contracts: Corruption Cases in the Kherson Region

In the Kherson region, one of the most high-profile corruption cases of the first half of 2026 was an investigation into the possible overpricing of materials during the restoration of the water supply in the village of Posad-Pokrovske.

This is noted in a report by the Center for Public Investigations, which analyzed the most high-profile corruption cases in southern Ukraine. The authors emphasize that most of these cases are still in the pre-trial investigation stage, so they involve suspicions rather than guilt proven in court.

According to the investigation, the management of Agro Construction LLC is suspected of inflating the cost of construction materials during work to restore the water supply system in the village of Posad-Pokrovske. Law enforcement officials believe this caused the state to lose more than 3.7 million hryvnias.

Separately, law enforcement is verifying information regarding the contractor’s possible use of undocumented workers to reduce costs. At the same time, fundingfrom the budget was provided in full—in accordance with the signed certificates and payment documents.

The article also mentions the case of the head of the Kherson Housing and Maintenance Department, who, according to the authors, is in custody on suspicion of corruption during the execution of military contracts. Details of this case are not provided in the publication.

As Intent previously reported, in April 2026, the court extended the term of officefor Oleksandr Novokhatskyi, director of the company “Budpostach-STSV.” The company served as the contractor for a project torenovate a facility—thematernity and operating unit—on the grounds of the Kherson City Perinatal Center. The contract for the work was signed on August 6, 2024, and its total value exceeded 101 million hryvnias.
