Fictitious certificates and 5 million in his pocket: in Kherson, the contractor's duties were extended

In the case of multimillion-dollar embezzlement of budget funds during the reconstruction of a medical facility in Kherson, the court extended the bail for the suspected head of the contractor. The investigation believes that he embezzled more than UAH 5 million through falsification of documents.

This is evidenced by the ruling of the Zavodskyi District Court of Mykolaiv.

The criminal proceedings relate to the events of 2024, when Budpostach-STSV acted as a contractor in a project to reconstruct a shelter - a maternity unit on the territory of the Kherson City Perinatal Center. The contract for the work was signed on August 6, 2024, and its total cost exceeded UAH 101 million.

According to the investigation, the company's director organized a scheme to misappropriate the customer's funds. Between November and December 2024, he systematically entered false information into the acceptance certificates for the completed construction work.

The documents recorded overstated volumes of work performed, as well as materials and work that were not actually performed. These certificates were signed by the company's CEO and sealed with the company's seal, and then handed over to the customer for payment.

On the basis of these documents, the utility company transferred more than UAH 5 million to the account of Budpostach-STSV LLC. The investigation established that these funds were received unjustifiably and used by the suspect at his own discretion, which caused significant losses to the budget.

In January 2026, the head of the company was notified of suspicion under articles providing for liability for misappropriation of property on a particularly large scale under martial law, as well as for entering false information into official documents. The court agreed with the prosecution's arguments.

The pre-trial investigation in the case was extended until June 2026. A number of examinations are currently underway, including handwriting and construction and economic examinations, which should finally confirm the scope of possible abuses and the role of each participant in the scheme.

According to YouControl, Budpostach-STSV LLC was registered in Ivano-Frankivsk in 2015. Since 2023, the company has become one of the main contractors of the Kherson authorities. Its head is Oleksandr Novokhatskyi.

In January, the man was notified of suspicion under articles on misappropriation of property and forgery. The court imposed a pre-trial restraint of over UAH 499 thousand and ordered him to fulfill certain duties. To ensure possible confiscation, the investigator filed a motion with the court to seize the property. The court partially granted it and seized a 2011 Toyota Sequoia.

According to the investigation, he received a bribe of more than half a million hryvnias from the head of Voltenergotrans LLC for influencing officials of Kherson Teploenergo.
