No salaries, but millions: how much do MPs and their families earn in Kherson region?

Kherson city council members and ex-deputies declared tens of millions of hryvnias in 2024, and most of these funds came from business, not salaries. Three officials earned the most - their families received from 6 to 11 million hryvnias.

TheCenter for Public Investigations analyzed the declarations of both current and those elected officials who resigned in 2024. In total, they declared more than UAH 60 million in income, and those who have their own business or relatives who are entrepreneurs received the most.

The richest was former MP from the We Live Here faction, Yurii Rozhkov, whose family declared UAH 11.1 million. After resigning his mandate, Rozhkov continued his business activities, which brought him 3.1 million hryvnias, another 866 thousand in salary, and 5.1 million from the sale of movable property.

His wife Victoria Rozhkova sold a BMW X6 for 1.8 million hryvnias, earned another 118 thousand hryvnias and received a pension of 38 thousand. The couple, who now live in Ivano-Frankivsk region, also received assistance as IDPs - UAH 4,000 for Yurii and UAH 10,000 for Viktoriia. For comparison, in 2023, the family declared only UAH 1.1 million in income.

The second position in the ranking was taken by another former MP from the same political force, Mykola Dmytriiev. Together with his wife Svitlana, he declared UAH 10.2 million. Mykola himself received 5.4 million hryvnias, of which almost 5 million came from entrepreneurial activities, and another 447 thousand was his pension.

Svitlana Dmytrieva earned UAH 4.7 million from her business, received UAH 101 thousand as a pension, and another UAH 12 thousand in social benefits. For comparison, in 2023, their combined income was lower - UAH 6.8 million. Dmitriev is the son of executive committee member Serhii Dmitriev and the nephew of another former MP, Andrii Dmitriev.

Yuriy Kyrylov, a deputy from the Servant of the People party, was in third place with a total family income of 6.4 million hryvnias. He himself received about UAH 710 thousand, including UAH 673 thousand in salary. The main income came from his wife Oksana, who declared UAH 5.7 million in business income. In 2023, her income was more modest - UAH 1.5 million, but she additionally earned another UAH 2.2 million from the sale of an apartment in Kyiv.

The fourth place was taken by Viktor Sukhokobylin, a deputy from the We Live Here party, who earned UAH 5.8 million exclusively from business. In 2023, his income was 2 million less.

Former MP Andrii Dmytriiev, who now lives in Spain, rounds out the top five. In 2024, his family declared 5.4 million hryvnias. Andrii himself earned 5.2 million, including 3.6 million from business and 1.6 million in dividends. His wife declared another 161 thousand in business income. In 2023, their total income was even higher - UAH 6.8 million.

At the same time, four current MPs - Yevhen Plyas, Andriy Medvedev, Dmytro Piddubnyi, and Oleksiy Zabolotnyi - did not declare any income.

According to the analysis, the main income of Kherson deputies comes not from salaries, but from business, sale of property, dividends, and in some cases, financial contributions from their wives.

Also, not all Kherson city council members have luxurious car fleets, but there are those who definitely do not skimp on their own comfort, both on and off the roads. In addition to cars and boats, some councillors declared intangible assets: corporate rights, securities, and even personal collections.
