Former deputy mayor of Odesa declared half a million gift and salary in two places

Former Deputy Mayor of Odesa Pavlo Vugelman indicated in his declaration for 2025 that he received a gift from his brother-in-law of UAH 500,000.

According to the Center for Public Investigations, the politician indicated in his declaration, which was published by the National Agency for the Prevention of Corruption, that other family income included his salary as deputy mayor - UAH 1 million 302,700, income from renting property - UAH 350,000 and UAH 39,200.

Interestingly, Pavlo Vuhelman indicated a gift of UAH 350 thousand in his resignation letter. His savings were funds in bank accounts - UAH 58,963 and USD 764.

The vice mayor's real estate includes a 39-square-meter apartment in Odesa, which belongs to Pavlo Vuhelman himself, and another 201-square-meter apartment belongs to Lyudmyla Vuhelman (apparently the official's mother). Pavlo Vuhelman declared the same two apartments in previous years.

Pavlo Vugelman has held this position since February 2016. He is known for being involved in a high-profile case with Hennadiy Trukhanov regarding the purchase of the Krayan plant building at an inflated price. He is also known for receiving money as a gift for several years in a row - 420 thousand hryvnias annually from Volodymyr Vugelman, most likely his father.

In June 2023, journalists from the Mykolaiv Center for Investigative Journalism reported that Pavlo Vuhelman received financial assistance in the amount of UAH 89,100 in 2022, but the official did not mention it in his declaration.

On October 15, the President signed a decree appointing the head of the Dnipro Regional Military Administration, Serhiy Lysak, as the head of the newly created Odesa City Military Administration. After that, a stream of dismissals began in the Odesa municipality.
