Mykolaiv Department of Administrative Services Plans UAH 58 Million for Salaries and Equipment

In Mykolaiv, the city council discussed the draft budget for 2026 for the Department of Administrative Services. The deputies agreed to allocate additional funds for salaries and accruals to ensure the stable operation of the center.

This was discussed at a joint meeting of the City Council's Standing Committee on Budget and the Committee on Legality.

Vladyslav Bilan, Director of the Department for Administrative Services, presented the cost estimates, including protected items and additional needs of the structural unit.

According to him, the total amount of funding for the next year is UAH 58.4 million. Of this amount, UAH 45.6 million is planned to be spent on salaries of the department's employees, and another UAH 913,633 on salary accruals.

The total amount also includes expenses for items, materials, equipment and inventory - UAH 1.3 million. In particular, UAH 273,600 is allocated for paper, UAH 280,000 for stationery, UAH 47,700 for computer components and consumables, UAH 206,250 for gasoline, UAH 176,000 for stamps, UAH 15,000 for envelopes, UAH 7,000 for LED lamps, UAH 75,000 for archival fillers, and UAH 15,000 for secure storage media.

Separately, the director outlined the desired purchases that will improve the department's work: uninterruptible power supplies for registrars' workstations - UAH 60 thousand, archival shelving - UAH 60 thousand, office chairs - UAH 90 thousand.

As for payment for services, it is planned to allocate UAH 252,802. This includes routine maintenance of equipment, telephone, data, software, car rental and insurance, sign language translation services, maintenance of accounting programs and electronic queue, maintenance of the territorial community register and publication of information in the media. Additionally, UAH 28 thousand was allocated for air conditioning maintenance and UAH 36 thousand for routine property repairs.

The department has 98 employees. The average salary for 14 months, including the "thirteenth" salary and health improvement, is UAH 17,401, and for 12 months - UAH 20,301. Vladyslav Bilan explained that in 2025, the department could not always fulfill the salary plan due to a large staff and staff turnover.

As a result of the discussion, the deputies agreed to leave the expenditures proposed by the head of the department for 2026 with an additional UAH 3.8 million for salaries and UAH 836 thousand for accruals to ensure the stable operation of the administrative service center.

A separate part of the expenditures was allocated for the medical sector: about UAH 115 million is planned to be spent on utilities and energy for 17 medical institutions in 2026, and almost UAH 30 million on the purchase of medicines and consumables.
