Financial irregularities were uncovered in the Tairovskaya settlement territorial community, resulting in budget losses totaling nearly 20 million hryvnias. These irregularities could lead to further losses of 26 million hryvnias.

This was reported by the Southern Office of the State Audit Service.

A significant portion of the violations concerned land legislation. In particular, because the local government failed to ensure proper control over the use of municipally owned land by nine land users in the town of Tairove and the village of Lymanka, the budget lost nearly 12 million hryvnias. These funds could have been collected as rent, provided the necessary legal documents were in place.

Additionally, 13 land plots with a total area of 18.85 hectares were identified as being unused. These could be leased out, which would generate nearly 2.2 million hryvnias for the local budget.

The community budget lost another 750,000 hryvnias due to late rent payments, as the lease agreement did not provide for penalties in such cases.

Due to the absence of an approved land-use plan, the failure to establish the boundaries of the"Tairivsky Arboretum," a landscape park of local significance, and the failure to enter information about it into the State Land Cadastre, conditions and risks have arisen for illegal alienation totaling 17.8 million hryvnias.

Another instance of inefficient spending was identified in the healthcare sector. Experts found that the “Tairivsky Consultative and Diagnostic Center” municipal non-profit enterprise purchased medical equipment worth 1.5 million hryvnias using local budget funds in 2024. The equipment has not been used for more than two years.

As a result of inefficient budget planning by the Department of Humanitarian Policy of the Tairovsky Village Council, savings in the payroll fund were artificially created, leading to the diversion of financial resources which could have been allocated to other priority needs of educational institutions, totaling more than 2.2 million hryvnias.

Previously, specialists from the Southern Office of the State Audit Service completed a state audit of the budget of the Dalnytsia Village Council in Odesa Oblast. It was established that the local government failed to ensure proper control over the use of municipally owned land, which resulted in a shortfall in budget revenues. In particular, as a result of the use of land plots without title documents, the budget lost 100% of potential revenue, specifically: rent totaling more than 4.2 million hryvnias.
