Mykolaiv Health Department has planned 115 million for energy costs

In Mykolaiv, deputies discussed expenditures for 2026, including funding for healthcare departments and the healthcare sector. Total expenditures on city departments and emergency services exceed 37 million, while about 115 million is planned to be spent on utilities and energy for hospitals.

This was discussed at a joint meeting of the City Council's Standing Committee on Budget and the Committee on Legality.

During the meeting, the amounts of so-called protected expenditure items were announced. Total expenditures on city departments and emergency services exceed UAH 37.9 million. The bulk of the funds - more than UAH 12.8 million - is earmarked for employee salaries, and about UAH 2.8 million is allocated for salary accruals. Separately, almost 229 thousand hryvnias are planned to be spent on utilities and energy.

The commissions were also presented with additional mandatory needs necessary to perform their functions in 2026. The total amount of such expenses is almost UAH 22 million. Most of these funds - more than UAH 21 million - are planned for emergency services. In total, the total needs submitted for consideration exceed UAH 37.9 million.

The meeting also heard from Iryna Shamrai, Head of the Health Department of Mykolaiv City Council. The head of the department said that the structure is subordinated to 17 municipal non-profit medical institutions. More than UAH 9.6 million is planned to finance the department in 2026, of which more than 88% are protected items.

Almost UAH 6.9 million has been allocated for the salaries of the department's employees, and about UAH 1.4 million for accruals. The department employs 15 people, the staff is fully staffed, and there are no vacancies. Almost 200 thousand hryvnias have been allocated to pay for utilities and energy.

In addition, the funds are planned to be spent on business and operating expenses: fuel for generators, vehicle maintenance, office supplies, office equipment repair and maintenance, software, building security, fire alarms, and other services. The budget also takes into account the costs of environmental tax and routine repairs of the premises.

A separate block of expenses relates directly to the medical sector. About UAH 115 million is planned to be allocated to pay for utilities and energy for 17 healthcare facilities in 2026. Almost UAH 30 million is allocated for the purchase of medicines and consumables.

In particular, the funds are to be used to purchase hearing aids for adults and children, endoprostheses for municipal hospitals, care products for patients with ostomies, consumables for hemodialysis and coronary care units, and to launch a prosthetic and orthopedic workshop.

Expenditures for medical nutrition for patients with orphan diseases are also included. The draft budget also provides funds for social benefits, including subsidized dental prosthetics and payment for prescriptions. In general, mandatory healthcare expenditures account for almost 100% of the planned funding for the sector. In addition, they also took into account optional expenditures, including the payment of land tax for medical institutions.

During the discussion, the deputies also debated approaches to setting salaries in city departments, including the possibility of establishing uniform calculation principles tied to the average salary in the city or optimizing staffing levels. The final decisions on these issues should be made as part of the next budget process.

In Mykolaiv, almost two billion hryvnias have been allocated for healthcare for two years. The funding is intended to modernize medical facilities, upgrade equipment, and expand medical services.
