The Odesa region will receive more than 260 million for teachers' salaries

The Odesa, Mykolaiv, and Kherson regions will receive a total of 469.7 million hryvnias in educational subsidies from the state budget for September–December 2026. The funds are intended to cover teachers’ salaries, including a 20% raise.

This was reported by the Ministry of Education and Science of Ukraine.

Of the three regions, the Odesa region will receive the largest amount —263.4 million hryvnias. The Mykolaiv region is allocated 166.6 million hryvnias, and the Kherson region— 39.7 million hryvnias. These amounts are specified in the distribution of the education subsidy, approved by Cabinet of Ministers Resolution No. 1077 of August 31, 2026.

Thus, Odesa Oblast accounts for more than half of the subvention allocated to the three southern regions.

In total , Ukraine’s local budgets will receive 57.4 billion hryvnias in educational subsidies for September through December. The government has reallocated an additional 25.8 billion hryvnias among the Ministry of Education and Science’s budget programs to ensure salary increases for teachers.

Effective September 1, the government also changed the formula for distributing the subsidy. Specifically, the maximum calculated class size for elementary schools was set at no more than 24 students, and the hours in the curriculum that had not been funded since the start of the full-scale invasion were reinstated in the formula.

As Intent previously reported, the number of first-graders in the Odesa region fell by 11% over the course of a year.

Meanwhile,the Kherson regionwas included in the list of frontline regions with the sharpest decline in the number of first-graders—the drop there was 13%.

In total, 243,398 children entered first grade in Ukraine in 2026. This is 8,698 children, or 3.5%, fewer than in 2025, when approximately 252,000 children began school.
