Odessa has spent a quarter of its development budget in eight months

In the first eight months of 2026, Odesa utilized only 26% of its annual development budget targets. Overall, the development budget has been executed at 46%.

This was reported at a meeting of the Odessa City Council’s Standing Committee on Planning, Budget, and Finance.

During the meeting, council members heard a report on the implementation of the Odessa City Territorial Community’s budget for the first half of 2026, as well as the budget forecast for 2027–2029.

Galina Savchenko, head of the Department of Finance, presented the key budget execution indicators for the first half of the year to the council members.

“Revenue for the first half of the year totaled 18 billion 68 million hryvnias. Actual revenue for January–June amounted to 55.1% of the annual budget targets,” she said.

The budget’s expenditure side was approved at over 18 billion hryvnias; its execution for the first half of the year amounts to 52.4% of the annual targets.

Separately, the deputies provided an update on the status of the development budget —the funds the city allocates for construction, repairs, and other capital projects.

“For the development budget, the overall figure is 46%. As of today, after 8 months, the utilization rate stands at 26% of the annual targets,” the department head explained.

She also spoke about the loan funds the city plans to use to purchase equipment.

“Our enterprises have announced tender procedures, some of which are nearing completion. Interest on the loan will accrue from the moment the funds are actually disbursed, following the signing of contracts and the delivery of the relevant equipment,” Savchenko noted.

As Intent previously reported, Odessa’s 2028 budget forecast includes cuts to spending on education and healthcare.
