Dobroslav community receives innovative energy project

On November 27, deputies of the Dobroslav community increased the budget by UAH 100 thousand and allocated funds for social needs, reconstruction of the Center for Life Initiatives, and a pilot project of a heat pump in the hospital.

On November 27, at an extraordinary session, Dobroslav deputies made changes to the village budget, increasing the revenue and expenditure parts of the budget by UAH 100 thousand at the expense of money from the sale of agricultural land. The general fund was increased by UAH 26 thousand and the special fund by UAH 74 thousand.

The following changes were made to the expenditure side: UAH 100 thousand was allocated for the production of design and estimate documentation for the examination of the reconstruction of the Center for Life Initiatives building, UAH 150 thousand for electricity due to an increase in the tariff within the framework of reducing expenditures on other items of expenditure, increased expenditures for compensation for preferential travel in road transport by UAH 50 thousand by reducing compensation for preferential travel for certain categories of citizens by rail.

Expenditures were also increased by UAH 26 thousand as part of the program "Burial of a certain category of citizens" - servicemen who died in the Ukrainian-Russian war under the program for 2024-2025 as part of the redistribution of funds under the same program.

Adjustments were made to the Department of Education, Culture, Tourism, Youth and Sports - UAH 304 thousand were reduced from preschool education (the funds are not used), so they were transferred to general secondary education institutions, for salaries and wages with accruals for school staff.

The deputies also transferred a subvention from the budget of the Dobroslav territorial community to the state budget in the amount of UAH 300 thousand to
for logistical support for one of the military units. The deputies approved a memorandum of cooperation on the implementation of a pilot project of an RSE industrial heat pump at the Dobroslav Multidisciplinary Intensive Care Hospital.

Recently, a large conference was held in Warsaw, where Dobroslav community was selected as a pilot community for the implementation of heat pumps. "This heat pump is Czech-made, and the manufacturer is donating it to our community so that we can show everyone how alternative energy sources work," said Lyudmyla Prokopechko, chairwoman of the village council.

According to her, since the multidisciplinary hospital is the facility that consumes the most electricity and all this falls on the budget of the Dobroslav village council, we decided to install it on the hospital's territory. We plan to coordinate this project with the Ministry of Community and Territorial Development so that the Cabinet of Ministers can include it in international technical assistance. As soon as the documents are approved, the company will hand over the heat pump to the community.

Earlier, during an extraordinary session, Olha Zadorozhna, head of the financial department of the Dobroslav village council, told the deputies that in the first 9 months of 2025, the budget received UAH 191.3 million, which is 79.8% of the planned amount. General fund revenues amounted to UAH 180.9 million, or 100.8% of the plan.
