MP's company wins 13 million tender in Odesa region without auction

The Balta Blagoustrii municipal institution of the Balta City Council of Odesa Oblast has conducted a procurement to select a contractor to pay for the maintenance of the city's roads.

The relevant information is available in the Prozorro electronic procurement system.

The procurement was conducted in the format of an open tender with special conditions, and the only participant was Berezivkaagroshlyakhbud Limited Liability Company. The company expects to receive UAH 13 million 296.1 thousand. The repairs will be carried out until August 31, 2026.

According to the YouControl service, the founders of Berezivkaagroshlyakhbud are Odesa Regional Council deputy Prince Khachatryan and his relative Robert Khachatryan. The company was registered in 2023. In addition to contracts in Odesa region, the company is active in other regions, including Mykolaiv region, where it repairs roads.

In Odesa region, the company has repeatedly become the only bidder in tenders. For example, in November 2025, the state-owned enterprise "Local Road Service" held a tender to select a company that would be paid for the operational maintenance of public roads of local importance in Podil district.

Prior to that, the Department of Capital Construction and Roads of the Odesa Regional State Administration held a procurement to select a contractor to be paid for the repair of the regional hospital. The procurement was conducted in the format of an open tender with special features, and the only participant in this procurement was Berezivkaagroshlyakhbud Limited Liability Company, with a contract price of UAH 17 million 165 thousand.

In June, the State Enterprise "Local Road Service" selected a contractor for the operational maintenance of public roads of local importance in Berezivskyi district. It was also Berezivkaagroshlyakhbud LLC, worth UAH 173 million 50 thousand.
