The tender for repair of the shopping center in Izmail was given to the deputy's company without an auction

The Housing and Communal Services Department of the Izmail City Council in Odesa Oblast has selected a contractor to carry out the current repair of the Izmail District Territorial Center for Recruitment and Social Support.

The announcement was published in the Prozorro electronic procurement system.

The procurement was conducted in the format of an open tender with special conditions, and the company had no competitors. The only bidder was Rodnik, a private enterprise owned by city council member Ihor Dekhtyarev.

After the agreement is concluded, the company will have to make repairs to the SEC by October 31 and expects to receive UAH 2 million 30.1 thousand for the work.

According to the YouControl service, from 2021 to April 2025, the company was repeatedly the subject of journalistic investigations. It was also mentioned in the media for its participation in many tenders in the city. In total, in 2024, the company took part in tenders totaling UAH 99 million 122.8 thousand and fulfilled contracts totaling UAH 45 million 134.7 thousand. In 2025, the company won tenders totaling UAH 47 million 292.2 thousand.

In April, the Housing and Utilities Department of the Izmail City Council signed an agreement with Rodnik, a private enterprise owned by city council member Igor Dekhtyarev, to arrange the Walk of Fame on Victory Square. The bidding was held on the second attempt due to a nuance in the documentation submitted by the participant. It should be noted that in both cases the bidder was the same - Rodnik PE. The reason for the rejection of the sole bidder at the first auction was inflationary processes, which Rodnik included in the contract price.

In December 2024, the Capital Construction Department of the Izmail City Council entered into a direct contract with the Rodnik company of City Council member Ihor Dekhtyarev to overhaul the ASC premises to equip the Ukrainian Army Recruitment Center.
