Repair of shelter for Novofedorivka lyceum in Mykolaiv region has been delayed for a second year

A favorite of the local authorities is repairing a bomb shelter for children in Mykolaiv region. The firm was also involved in a scandal over the quality of repairs to a school shelter that was flooded after a rainstorm.

This was reported by the Center for Public Investigations, citing data from the DREAM digital recovery ecosystem.

The Novofedorivka Lyceum of the Koblivka Village Council is repairing a radiation shelter. The main goal of the project is to create safe conditions for children to study in a full-time format.

The facility is designed for 150 people, which allows to protect the participants of the educational process and the staff of the institution. The total area of the shelter is 180.59 m². The space is equipped with seating and lying down places, containers with drinking and technical water. Food will be stored on shelves in the pantry, and a special table will be set up for its preparation. Two microwave ovens and two thermopots will be used to heat the food.

In addition, the shelter will be equipped with food storage containers, garbage cans, backup artificial lighting, primary fire extinguishing equipment, a first aid kit, and communication and warning equipment. For emergencies, emergency tools are provided: shovels, crowbars, axes, saws.

The total budget of the project is over UAH 7 million. The source of funding is the city budget and state subventions received during 2024-2025. A total of UAH 8.1 million has been confirmed.

The tender for the work was announced in June 2024, but only one participant applied. As a result, it received more than UAH 6 million without competition. According to the tender documents, the contractor was supposed to complete the work on August 31, 2024, but additional agreements were added to the contract, which delayed the completion of the repair.

The winner of the tender was a private enterprise from Arbuzynka, Agrotekhservis D.V.V. According to the YouControl online service, the company was registered in 2021, but had participated in public procurement before.

Despite the authorized capital of UAH 1 thousand, the company has been actively winning public contracts in Mykolaiv region since 2017. The total amount of concluded agreements already exceeds UAH 82 million, and the largest volume of contracts was in 2023.

The company has already been featured in journalistic investigations, although there are no court cases against it. In particular, Agrotekhservice D.V.V. performed work on the construction of a shelter at a school in Berezanka. After completion of the work, during heavy rain, the shelter was flooded, which called into question the quality of the repairs.

Currently, the repair of the shelter at Novofedorivka Lyceum is ongoing, but it remains to be seen whether it will be completed by the end of 2025 and whether the facility will meet all safety standards.

There are also plans to build a bomb shelter as part of a sports complex in Mykolaiv region. The project, worth more than UAH 20 million, should create safe conditions for training and competitions even during emergencies.
