From a mansion to tens of thousands of dollars: what Odesa Deputy Mayor Filatov's declaration showed

Land by the sea and tens of thousands of dollars in cash - the declaration of the First Deputy Mayor of Odesa , Oleksandr Filatov, demonstrates the usual pattern of asset distribution. From a house of more than 860 square meters to foreign currency savings, the document reveals much more than just numbers.

The Centerfor Public Investigations analyzed the official's declaration.

In his 2025 declaration, Filatov listed his family members: his wife Liudmyla Kalashnyk, son Matvii, and two daughters, Maria and Sofia.

The main assets are real estate. In particular, in 2015, the family bought a garden house in the village of Kryzhanivka with an area of 861.6 m² for UAH 1.8 million - the wife is the owner. In the same year, she became the owner of a 1000 m² land plot in the same village, purchased for UAH 557,479.

In 2016, the family expanded their land holdings: two plots in the village of Troitske. One of them, 20,000 m² for UAH 46,111, is registered in his wife's name, and the other, also 20,000 m², but for UAH 23,055, is jointly owned by Filatov and Andriy Volkodav.

In 2017, on April 20, an office in Odesa with an area of 118.2 m² was purchased for UAH 478,164. The shares are distributed as follows: 75% belong to Lyudmyla Kalashnyk and 25% to Nadiia Bratinova. In the same year, the wife also bought another plot of land in Kryzhanivka - 500 m² for UAH 485,000.

Among the valuable property declared is a watch purchased before the launch of e-declaration. In particular, the official owns an OMEGA watch purchased in 2006, and his wife owns an Ulisse watch purchased in 2011. The cost of both is not specified.

The transportation section shows the same pattern: part of the property is registered to his wife. The official's wife uses a 2020 Lexus RX 300 purchased for UAH 1.4 million. In 2025, Filatov himself bought a Toyota Camry 2023 for UAH 1.21 million.

The main income of the family consists of salary, business and sale of property. The highest income was declared by the official himself - more than UAH 1.2 million in salary in the executive committee of the city council. For comparison, last year he earned just over a million.

In addition, he received UAH 1.7 million from Asif Abasov for the sale of a Lexus LX 570, which he had previously purchased in 2020 for UAH 750 thousand.

His wife earned UAH 792 thousand from business activities. In the previous year, the income amounted to 653 thousand. Their son Matvii also has income: he received a UAH 24,610 scholarship at the Odesa National Maritime University and a UAH 297,570 salary at Brooklyn-Kyiv LLC. Earlier, he received UAH 1.7 million as a gift from his parents.

They keep the family's monetary assets mostly in cash in foreign currency. The official declared 35 thousand US dollars in cash and another 33 thousand euros, while last year he kept 52 thousand dollars.

His wife keeps even larger amounts: she declared 65,400 dollars and 49,200 euros in cash. Last year, she had more savings in dollars - 70 thousand, and less in euros - 40 thousand.

Her son also has some money: he was registered as a holder of $43,800 in cash. In addition, he keeps small amounts in bank accounts: UAH 1,414 in Ukrsibbank and UAH 3,431 in Sens Bank. The deputy mayor himself keeps much smaller amounts in banks than in cash. In particular, he has 9351 hryvnias in his PrivatBank account and 158,129 hryvnias in Pivdennyi Bank.

Oleksandr Filatov became the First Deputy Mayor of Odesa in December 2023. Prior to his appointment, he worked as the director of the City Council's Land Resources Department.
