Shelter for 16 million flooded after rain in Mykolaiv region

In the Mykolaiv region, a lyceum shelter was flooded due to rain, which cost more than 16 million from the budget to repair. In the spring, the readiness of this shelter after major repairs was confirmed by the head of the Mykolaiv Regional Council Anton Tabunschyk and his deputies.

In one of the schools in Berezanka, Mykolaiv region, a shelter for students, which was supposed to ensure their safety during Russian shelling, was flooded after the rain.

The flooding occurred due to a heavy downpour that caused the water level to rise above the threshold of the shelter. In addition, the school is located in a low-lying area, so all the water flows into its territory. Currently, the walls of the shelter are being insulated, but due to the incomplete screed, water has penetrated inside.

The work was performed by the private company Agrotechservice D.V.V. The total amount of agreements signed with the contractor was almost UAH 17 million.

The first tender for UAH 8 million 495 thousand was signed in May 2023, and the work lasted until December 31 of the same year. Subsequently, the cost of the works was reduced to UAH 7 million 975 thousand. According to the original contract, the contractor was to repair ceilings, floors, install water supply, drainage, ventilation, electricity and fire alarm systems.

In November 2023, another additional agreement was signed for UAH 1 million 625 thousand. For these funds, the contractor was to waterproof the walls, putty the ceilings, plaster and prime the walls, and install a sand layer on the floor.

Later, another agreement was signed for the same amount, which included tiling the walls, installing a subfloor layer and vapor barrier on the floor.

The latest tender for UAH 6 million 930 thousand provides for plastering and painting of walls, installation of door blocks, thermal insulation of walls, waterproofing, facade insulation, as well as water supply, heating and ventilation works. In addition, the contractor is to install an alarm system, video surveillance and a lift.

The contract was extended until September 30, 2024, although the work was originally scheduled to be completed on December 20, 2023.

Mykolaiv region has also recently determined who will carry out the reconstruction of a kindergarten in the village of Trykratne, Voznesensk district. The company had no competitors in the bidding. The prices in the estimate were overstated.

In addition, Mykolaiv planned to spend about UAH 6 million on the design of shelters in educational institutions. An Odesa-based company will design all five facilities. Budova is at the center of an NABU investigation, and its executives have been suspected of misappropriating the assets of the Odesa community. Odesa Mayor Gennadiy Trukhanov is also involved, and he, along with others, is suspected of seizing community assets and legalizing his income.
