Odesa Executive Committee to consider winterization and state of cultural heritage

A meeting of the executive committee of the city council will be held in Odesa. The issues to be discussed include food in schools, preparing the city for winter, preserving cultural heritage, and social support for Odesa residents.

On October 30, 2025, a meeting of the Executive Committee of the Odesa City Council will begin at 10:00 am. The agenda covers a wide range of topics, from advertising and social assistance to decisions related to the city in winter. The agenda includes 157 items in total.

The key issues include submitting to the Odesa City Council a draft decision to establish the cost of meals for students and pupils in educational institutions, amending the decision to improve the level of sanitary services, and determining the cost of renting housing in Odesa per person.

They are also to consider amending the decision to conduct a survey of cultural heritage sites in Odesa that were damaged as a result of hostilities during the armed aggression of the Russian Federation against Ukraine and to provide compensation for destroyed real estate as a result of hostilities.

Another decision concerns the approval of measures to eliminate snow drifts and ice in the city in the winter period of 2025-2026 and amendments to the decision "On the maintenance of green spaces in the city of Odesa".

In addition, members of the executive committee plan to consider submitting proposals to the Odesa City Military Administration to set tariffs for the production, transportation and supply of heat energy, as well as for its supply services for the municipal enterprise OdesaHeatSupply.

The agenda also includes amendments to the City Target Program for the Provision of Social Services and the Odesa Veteran Program for 2024-2028.

At the last meeting, the executive committee considered 126 issues. One of the key issues was the creation of a special commission to determine the procedure for distributing public investments. This decision should ensure transparency in planning city budget expenditures and allocate funds to the most important infrastructure facilities, including schools, hospitals, and transportation.

Recently, the new head of the Odesa City Military Administration, Serhiy Lysak, was introduced in Odesa. During a meeting with the deputies, he noted that he was fully aware of the challenges facing the city and immediately outlined his priorities for the new position. First and foremost, he emphasized that he would focus on the city's security, social support for the defenders, healthcare, education and winterization.
