The buyer of the Nauka base in Odesa region refused to sign the auction protocol

The Nauka recreation center, which was sold at an auction last year with 74 bidders, was put up for auction again because the winner did not sign the auction protocol, and the next bidder did not sign it either.

As Yulia Lanova, a representative of the regional office of the State Property Fund of Ukraine in Odesa and Mykolaiv regions, explained to Intent, the auction was declared a failure and an auction with a lower starting price was automatically activated.

"It is impossible to identify "low-quality" bidders before they have passed all the stages. At this auction, the winner did not sign the protocol, and the next bidder did not make payment. Due to the above, the auction with a lower starting price was also automatically recognized by the system as not having taken place. Unfortunately, such cases do occur, including for the most attractive objects. However, the law provides that if two auctions are disrupted due to non-payment or failure to sign the protocol, the next auction is organized with an increased guarantee fee. This is the auction that has been activated now," she explained.

The Nauka recreation center has not been used for its intended purpose for more than three years. The land plot under the privatization object is not separately allocated. There are no buildings and structures on the land plot that belong to other owners. The territory of the Odesa-Melitopol-Novoazovsk highway, 53rd kilometer, building 13, is covered by the protection zone of a cultural heritage site, namely the archaeological monument of local importance - the Sychavka mound burial ground, which is located 4 kilometers southeast of the village. The land plot is not subject to sale and purchase, so the buyer will decide on the land use issues independently, in accordance with the procedure established by the current legislation, after the transfer of ownership of the privatization object to the buyer. The privatization object or its parts are not leased.

In December 2025, the State Property Fund of Ukraine reported that it had held an auction for the privatization of the Nauka recreation center in Odesa region with a total area of 789.9 square meters and boasted that 74 bidders competed for the lot and that due to the high competition, which the Fund called record-breaking, the value increased almost 109 times: from the starting price of UAH 204.4 thousand to the winning price of more than UAH 22 million.
