Odesa deputy was presented with a house and land

In 2025, Svitlana Popova, a deputy of the Odesa City Council, received a house and land plots worth more than UAH 650,000 as a gift.

This was reported by the Center for Public Investigations with reference to the deputy's declaration.

Among the biggest changes in property status are new real estate acquired in 2025. Thus, Popova received a residential building with an area of 118.9 square meters in the village of Nerubaiske, Odesa district. In addition, two land plots: one with an area of 1,197 square meters in the same village. The other is over 30,000 square meters in the village of Shymkove, Podil district.

The real estate with a total value of more than 658 thousand was presented to the elected official by Vira Gulpar, who is Popova' s relative. Probably her sister. At the same time, the deputy uses an apartment in Odesa with an area of 109 square meters, which belongs to another person - Valentyna Shyshkina. This right of use is formalized as a contractual residence, while the ownership right remains with the landlady.

The income of Popova 's family consisted of a pension of over UAH 209 thousand and the salary of her husband, Petro Kaprior, of UAH 97 thousand 480. In addition, the MP received income from renting out property through AgroYuna LLC in the amount of UAH 19,481.

As for vehicles, she declared two cars: A 1999 Mercedes-Benz 110D Vito for 30 thousand hryvnias and a 2001 BMW X5. The first car is owned by the MP, the second is registered through the right of disposal, while the owner is actually Tetiana Kuznetsova. The MP also holds 400 thousand hryvnias and 20 thousand US dollars in cash, while her husband holds 300 thousand hryvnias. She also has open bank accounts.

According to the MP's portal, in early 2003, Popova joined the department for combating property crimes and vehicle thefts in the Criminal Investigation Department. From July 2003 to July 2007, she worked in the control and methodology department of the same department.

In June 2008, she became a senior operative in the sector of organization and analysis of the Criminal Investigation Department, and in the summer of 2011 she became the head of this sector. She worked in this position for over four years, until October 2015.

After leaving law enforcement, Popova worked as a lawyer at the City Security Service company. In the fall of 2020, she ran for the Odesa City Council under the number 24 ticket of the European Solidarity party in constituency 5. Following the election, she received a deputy mandate and joined the European Solidarity faction, as well as the Standing Committee on Social Policy and Labor.

The husband of Olha Makohoniuk, a member of the Odesa City Council, also sold his apartment and bought a car worth more than one and a half million hryvnias. Even though she had to take out a loan from a bank.
