Remuneration of officials and liquidation of Munvarta: a session of the city council convened in Odesa

Odesa deputies have convened an extraordinary session. Among the key issues are changes in the executive committee, remuneration of officials and the gas contract.

Odesa City Council has convened an extraordinary session of the XLVI convocation to be held on October 30 at 14:00 in the session hall. Intent will traditionally broadcast the session online. The session will also feature the deputy heads of the Odesa Military Administration.

The preliminary agenda includes the following key issues:

• Changes to the Executive Committee: the deputies will consider changes to the quantitative and personal composition of the body that ensures the implementation of the city council's decisions.
• Gas supply agreement: it is planned to give consent to the Municipal Enterprise"Heat Supply of Odesa" to conclude an agreement with LLC "Gas Supply Company "Naftogaz Trading" to provide the city with natural gas from November 2025 to March 2026 inclusive.
• Transfer of a municipal property object for lease without an auction: a new object will be added to the List of the second type of municipal property objects that can be leased without an auction. This will simplify the process of leasing community property and speed up investment attraction.
• Termination of theMunicipal Guard: the deputies will consider liquidating the municipal institution responsible for part of the city security and control over compliance with the rules of improvement.
• Remuneration of officials: the issue of salaries of the acting mayor, the city council secretary and deputy mayors will be settled, which will bring the documents in line with current legislation and internal regulations.

The live broadcast will allow Odesa residents to follow the discussions and decision-making.

Regarding the lease of municipal property without an auction, according to Intent, the head of the newly created Odesa City Military Administration (MVA), Serhiy Lysak, decided to work separately from traditional locations. The official was also instructed to study the option of employing employees of the Municipal Guard among veterans who took part in hostilities.

In addition, the city council recently discussed the city's readiness for the heating season, the situation in the energy sector and winterization measures. The deputies emphasized the need to save resources, including electricity and gas. From November 1 to March 31, the Cabinet of Ministers set a preferential gas price for households. According to forecasts, gas reserves should be sufficient for the heating season in the absence of a sharp cold snap.

On October 16, the new head of the city military administration, Serhiy Lysak, is introduced in Odesa. During the meeting with the deputies, he emphasized that he understands the challenges for the city and outlined the priorities of his work. Lysak said that he would primarily focus on security, social support for defenders, medical and educational sectors, and preparing the city for winter.

The day before, the President announced the creation of the Odesa City Military Administration. On October 14, he deprived Odesa Mayor Hennadiy Trukhanov of Ukrainian citizenship, which resulted in his loss of powers as mayor, and on October 28, he and his deputies were notified of suspicion of official negligence.
