Odesa Executive Committee plans to provide compensation for destroyed property due to shelling

In Odesa, the Executive Committee will consider several issues related to city development and city programs. These include changes to city programs, compensation for destroyed property due to Russian aggression, and amendments to the Investment Council of Odesa.

A meeting of the Executive Committee of the Odesa City Council is scheduled for November 27, 2025 at 11:00 am. The meeting will be broadcast live and will consider a number of important decisions related to the work of the city authorities, infrastructure development and citizen support.

Key decisions include approval of the Executive Committee's action plan for 2026 and amendments to the current work plan for the fourth quarter of 2025. One of the important issues will be the approval of the commission's decisions on compensation for destroyed property as a result of hostilities, terrorist acts and sabotage caused by the aggression of the Russian Federation.

In the field of ecology and development of recreational areas, the commission will consider amendments to the City Target Program for the Protection of Wildlife and Regulation of the Number of Stray Animals for 2022-2028, as well as changes to the program for the protection and improvement of the city's environment.

An important issue is the transfer of heating network equipment with the installation of a transportation boiler house to the Municipal Non-Profit Enterprise City Clinical Hospital No. 1 on the right of usufruct. It is also planned to make decisions on issuing and terminating permits for outdoor advertising.

Municipal issues include granting permission for the reburial of a fallen soldier, extending the period of residence of families in temporary housing, and transferring apartments from state to communal ownership.

Economic development of the city is also in focus: The executive committee will consider providing non-refundable financial assistance to participants of the Energodom program to support the energy modernization of apartment buildings.

Separately, the meeting will decide to amend the previous decision of the Executive Committee of July 24, 2025, on the establishment of the Investment Council of the Odesa City Territorial Community. This decision is aimed at optimizing the work of the council, improving the conditions for attracting investment to the city, and coordinating projects for the development of Odesa's economic and social infrastructure.

At the end of October, Odesa City Council renewed the composition of the Executive Committee to include representatives of the city military administration. The changes are motivated by the need to better coordinate the actions of the authorities under martial law. The new members include 17 people, including heads of city departments, members of the public, and deputy heads of the Odesa City Military Administration.
