New tariffs for heat supply to be set in Odesa

Odesa plans to set new heat tariffs for the Odesa City Heat Supply Utility. For households, prices will remain at the pre-war level, while for other categories of consumers they will be updated from November 2025.

The decision was made at a meeting of the Executive Committee of the Odesa City Council.

The Executive Committee of the Odesa City Council decided to submit proposals to the Odesa City Military Administration to establish new tariffs for heat energy, its production, transportation and supply for the municipal enterpriseHeat Supply of Odesa.

According to the decision, the prepared tariff calculations are based on government regulations and procedures governing the formation of prices in the field of heat supply.

According to the draft submitted to the military administration, the Odesa City Heating Company is proposed to set the following tariffs for heat energy (excluding VAT)

The tariff consists of three main parts:

At the same time, the tariffs for households will remain at the level in effect as of February 24, 2022. This approach is stipulated by law - during the entire period of martial law and for another six months after its lifting, utilities are not allowed to raise fees for households. Thus, Odesa residents will continue to pay for heating at the old tariffs set by the NEURC Resolution No. 91 of January 14, 2020.

If the order to introduce the new tariffs is signed by the head of the Odesa City Military Administration, Serhiy Lysak, the new prices will take effect on November 1, 2025.

At the same time, at a meeting of the Odesa City Council's Standing Committee on Housing and Utilities, it was also reminded that from November 1 to March 31, Ukraine will have a preferential gas price for households set by the Cabinet of Ministers. According to forecasts, the available gas reserves will be enough for the entire season, unless there is a sharp cold snap.
