Odesa Mayor Gennadiy Trukhanov has called an extraordinary session of the city council on October 8.
The relevant order was published by the press service of the Odesa City Council.
The agenda includes two issues: amendments to the City Target Program for the Provision of Social Services and Other Assistance to Vulnerable Populations of Odesa for 2024-2028 and amendments to the budget of the Odesa City Territorial Community for 2025.
Earlier, Odesa Mayor Gennadiy Trukhanov ordered to allocate UAH 100,000 each to a family member of a flood victim or a person who was involved in burying flood victims in Odesa. To receive one-time targeted financial assistance, one of the family members of the deceased person or the person who was involved in the burial must apply for one-time targeted financial assistance to the Department of Labor and Social Policy of the Odesa City Council.
To honor the memory of those who died in the September 30 downpour, October 2, 2025, has been declared a Day of Mourning in Odesa. Nine people died as a result of the flood, including Nadiya Mishay , an employee of the Department of Urban Planning and Architecture of the Odesa Regional State Administration . It was her body that was found in Sergei Eisenstein Lane. On September 30 in the evening, she stopped contacting after 19:00.
The bad weather caused serious damage: flooding of roads, power outages, damage to property, and falling trees. According to the weather service, 94 mm of precipitation fell in Odesa on September 30, which is more than 220% of the monthly norm for September (42 mm).
Law enforcement officers began inspections and investigations at the offices of the Odesa municipality and district administrations as part of criminal proceedings under Part 3 of Article 367 of the Criminal Code of Ukraine (negligence that caused death).
