The stormwater network failed: the mayor's office explained the causes of flooding in Odesa

According to the weather service, 94 mm of precipitation fell in Odesa overnight, which is more than 220% of the monthly norm for September (42 mm).

According to Leonid Grebenyuk, head of the Department of Municipal Economy, this volume of water exceeded the capacity of the stormwater network, which led to flooding in some areas.

"Municipal service crews promptly cleaned storm drains and ensured water drainage. All drainage pumping stations were operating normally, with backup power from generators. In particular, on Gazovyi Lane, the pumping station automatically switched to generator power after the power outage," the official said.

He also explained that as a result of DTEK's transformer substation shutdown, the sewage pumping station on Peresypa was de-energized, making it impossible to pump out water. Black Sea Cossacks and Ataman Holovaty streets were flooded. At 10 a.m., Infoksvodokanal requested a powerful generator. At 12:10 a.m., the pumping station was powered and started pumping water. Experts estimate that it will take about five hours to completely drain the area.

Currently, all utilities are working in an emergency mode: pumping out water, cleaning stormwater inlets, and cleaning the area.

To commemorate the victims of the September 30 rainstorm, October 2, 2025, has been declared a Day of Mourning in Odesa. The national flag of Ukraine and the flag of Odesa with mourning ribbons will be at half-mast on buildings. The city's enterprises, institutions and organizations, regardless of their form of ownership, are advised to limit the use of music and entertainment.

On September 30, 9 people died in Odesa as a result of the weather, including one child. The bad weather caused serious damage: flooding of roads, power outages, property damage, and trees falling down.
