Working group in Dobroslav has formed the structure of the draft community charter

The second meeting of the working group on the development of the draft Statute of the territorial community ended with the formation of the structure of the draft Statute and the definition of mechanisms for public participation.

According to an Intenta correspondent, during the meeting, the chair of the working group, Oksana Voloshchuk, presented the forms of the territorial community structure, defined the role of the Charter, what sections it should contain, and specified the forms of participation of the territorial community in addressing local issues and their reflection in the document.

The meeting was also attended by Polaris experts Pavlo Pushchenko and Natalia Chuyko. They said that they had developed a draft model Statute of a territorial community that could be used as a basis.

There are articles that the working group has to work out on its own: symbols, honorary titles, strategic development, and in parallel, by the end of August, Polaris experts will work on developing an individual Charter, where they will write out universal articles related to the form of community involvement, signature collection, and local initiatives.

After that, the working group will take the experts' work and the working group's work and combine it into one document. These developments will be submitted for public discussion. Pavlo Pushchenko noted that any expert proposals are not binding, but the form of the Charter must comply with the law. The working group should consider the proposals of citizens that will be submitted to the working group in writing and electronically, and vote on what to include and what to reject. For example, anything that contradicts the law cannot be included in the Charter.

At the end of the meeting, Oksana Voloshchuk asked the group members to study the draft Charter in detail and make suggestions that will be considered at the next meeting on September 4.

The first constituent meeting of the working group on drafting the Charter of the Dobroslav Territorial Community was held on July 16.
