Odesa chose a supplier of CCTV cameras for 20 million

The municipal institution Center for Integrated Video Surveillance and Video Analytics of Odesa has held a tender to select a company that will be paid to purchase and install video surveillance cameras.

This was reported in the public procurement system Prozorro.

The procurement was conducted in the format of open bidding with special features, and the only bidder was Engineering-Analytics Limited Liability Company, which is ready to supply the Center with 220 external surveillance cameras Hikvision DS-2CD3T66G2-4IS(H)(eF) 2.8mm, or equivalent, and 60 external video cameras that provide license plate recognition Hikvision iDS-2CD7A46G2/P-IZHSY 8-32 mm, or equivalent.

Following the conclusion of the agreement, the company will have to provide the institution with cameras and related equipment by August 14, 2026.

On March 6, new systems for automatic detection of traffic violations were launched on Ukrainian roads. Some of them will be installed in Odesa region and the city of Chornomorsk.

A total of 377 automatic detection systems have been in operation in Ukraine since March 6. Of the 37 new cameras, most are being installed in new locations, and a few are being re-launched.

In February 2025, the Municipal Institution "Center for Integrated Video Surveillance and Video Analytics of Odesa" announced a procurement to select a company that would be paid for the maintenance of the Integrated Video Surveillance and Video Analytics System in Odesa. Then the procurement was canceled.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, the Cabinet of Ministers of Ukraine has temporarily changed the rules of bidding for the period of martial law in Ukraine and for 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
