The process of public discussion and drafting of the Charter has started in Dobroslavska hromada

The first constituent meeting of the working group to draft the Charter of the Dobroslav Territorial Community was held on July 16.

According to the journalist of Intent, the head of the village council, Liudmyla Prokopechko, emphasized before the meeting that this is a serious document that requires professional support. She informed the audience that the Dobroslav community had participated in a competition held by the international organization Polaris, which assists in the development of such documents. Dobroslav community was selected in this competition.

Prokopechko emphasized that the coordinator of the working group will be the secretary of the village council, Oksana Voloshchuk, who has been trained in Kyiv by Polaris, which will provide support from its experts throughout the process of drafting the Charter.

It is planned to develop a draft Charter by the end of 2025, which will allow for discussion and approval of everything that will be developed by the working group. Liudmyla Prokopechko noted that this document has specific requirements for cooperation between the authorities and the community. It should spell out the responsibilities of the authorities and the community.

Oksana Voloshchuk, secretary of the village council, said that in addition to the working group, as many community members as possible should be involved. The charter is the basis of relations between residents of different ages, places of residence, experience, and local governments. She noted that the development of the charter is a chance to identify priorities, fix important values and introduce effective mechanisms for residents' participation in decision-making, so it is necessary to teach residents to be active participants, not passive observers.

"We will not only inform, but also teach how public hearings work, how to influence the budget, how to submit a local initiative, how to create partnerships between the government, business and the public," she emphasized.

The meeting also approved a working group to draft the Statute of the Dobroslav territorial community and its regulations, which included officials of the village council, local deputies, a district deputy, an internally displaced person, a starosta of one of the starosta districts, the head of the youth council, a media representative, a specialist in supporting war veterans and demobilized persons from the social services center, a public figure, and distributed responsibilities among the group members. They also agreed on a plan to hold a public discussion of the draft charter.
