UWA announces new tender for renovation of kindergarten in village in Kherson region affected by occupation

A new tender for the overhaul of the Sonechko kindergarten in the village of Kyselivka has been announced in Kherson Oblast. The budget for the work is estimated at over UAH 23 million. The previous tender cost more than UAH 30 million.

This was reported by the Center for Public Investigations.

The customer was the Department of Territorial Development of the Kherson Regional State Administration. The auction in the format of open bidding with special features is scheduled for October 22. It is about the restoration of the building of the Kyselivka Nursery and Kindergarten "Sunshine" of the Chornobaivka Village Council of Kherson District.

The work itself is financed by a loan from the European Investment Bank under the Ukraine Recovery Program project, and the VAT will be covered by the local budget. According to the schedule, the contractor must complete all the work by the end of December 2025. It is expected that their cost should not exceed UAH 23 million 210 thousand.

It is worth adding that in August last year, a tender was already announced for the repair of the Sonechko kindergarten. The cost of the work was estimated at UAH 31 million 903 thousand. The winner of the tender was Atlas BUD-PRO LLC, which was the only participant to register in the system. Therefore, the contract was signed with it in September 2023.

Throughout the year, the contract was constantly amended to improve the quality of the procurement item, provided that such improvement would not increase the amount specified in the procurement contract.

According to Youcontrol, the said company was registered in Kherson four years ago (2020). The final beneficiaries are four people, all of them residents of Kharkiv: Ihor Baluta, Vitalii Lukashenko, Serhii Nadtochii, and Dmytro Semenenko. The authorized capital of the company is only 45 thousand hryvnias. Last year, Atlas BUD-PRO received more than UAH 50 million in public procurement.

The village of Kyselivka in the Chornobaiv community of Kherson Oblast has been under Russian occupation for almost nine months. The village is located 5 kilometers from Chornobaivka and was seized by Russian troops in early March 2022.

According to media reports, during the occupation, some villagers were killed and several others went missing. Local residents have suffered from both Russian shelling and looting by Russian soldiers.

Recently, a tender for the construction of eight artesian wells in the Novoraysk community in Kherson region was canceled due to the AMCU's comments.
