Companies owned by an Odessa lawmaker were awarded a 64-million contract to repair the highway without any competition

The State Nonprofit Corporation "Local Road Service" conducted a procurement process to select a contractor to be paid for routine maintenance of the local public road between Dalnichen and Ruskivanivka.

The corresponding announcementwas publishedon the Prozorro e-procurement system.

The project involves 14 kilometers of road, which the company, if the contract is awarded, will be required to repair by December 31. The contractor plans to receive 64 million 98 thousand hryvnias for this work. The procurement was conducted as an open tender with special conditions, and with only one participant; accordingly, the winner was the limited liability company “Rostdorstroy.” 

“Rostdorstroy” LLC has been operating in the market since 2005 and is classified as a large business. The ultimate beneficiaries of the firm areYuriy Schumacher, a member of the Odesa City Council representing the “Trust the Deeds” party, and businessmanYevgen Konovalov. The company is linked to the RDS Group, which also includes “Kyivshlyakhbud” and “RDS-Poltava.” 

 

Accordingto theYouControl analytical system, in recent years alone, the firm has earned over 100 billion hryvnias from government contracts. The company earned the most in 2012—over 21 billion. The company regularly wins contracts for road repairs in the Odesa region and other regions without any competition.
