The state agency “Local Roads of Kherson Region” conducted a procurement process to select a company that will be paid to perform operational maintenance on the public road of local significance connecting Bila Krynytsia, Kar’ierne, and Bilousove.
The corresponding announcementwas publishedon the Prozorro electronic procurement system.
The bidding took place as an open tender with specific conditions, and the sole participant and winner was the limited liability company “European Road Construction Company.”

The company will be required to maintain 1.6 kilometers of the road until December 31 for 14,712,700 hryvnias. Accordingto theYouControl analytical system, “European Road Construction Company” LLC was founded in 2008 in Donetsk with a registered capital of 51,500 hryvnias. The company’s main area of operation is road construction and repair. At the same time, the company has registered about two dozen other types of activities.
In 2018, changes occurred in the company’s structure. Subsequently, its registered address was moved to the Kyiv region, andMuslim Keloyev became the owner. The company is currently owned by his family. The company’s beneficiaries reside in the Odesa region. The company has earned over 12 billion hryvnias through government procurement contracts.
