Traffic fines, administrative violations and utility bills: what people in the south of the country owe for

Ukrainians owe more than UAH 9 million for utility bills, traffic violations, and administrative offenses.

This is evidenced by data from the monitoring service Opendatabot.

Since May 2024, the Unified Register of Debtors has been replenished with more than 360 thousand new entries, and the total number of debts in the register has reached almost 9 million.

During the year, 712,453 new debts appeared in the register. The main reasons for the debts remain fines for traffic violations - 21%, penalties for administrative offenses - 20%, and debts to the state budget - 18.5%.

During the full-scale intrusion, the registry increased by 2 million records. According to the data, in 2024, the number of property recoveries under enforcement documents increased by 24% (to 15.6 thousand) and confiscations in criminal cases increased by 17% (11.8 thousand).

In addition, more than two thousand companies in the South of Ukraine have salary arrears. In total, more than 30,000 such cases have been recorded across the country. The leader among the southern regions is Mykolaiv region, where 797 companies have not paid their employees. Odesa region is in second place with 667 companies, and Kherson region is in third place with 661 debtors.

In 2024, Ukrainian banks filed 25% fewer lawsuits against debtors. Over 10 months, about 68 thousand lawsuits were filed, which is a quarter less than last year. Monobank, A-Bank, and PrivatBank are the most active in initiating lawsuits.

In addition, fines for violating the rules of military registration have doubled. Over 21,000 cases of violations were registered this year, but only a third of the overdue fines were paid. Most of the debtors are men, but fines for women are also becoming more frequent.
