A military administration is proposed to be established in Odesa: a petition to the President of Ukraine has collected the required 25,000 votes in a week. Now the President of Ukraine is obliged to officially consider this appeal.
This is evidenced by data published on the electronic petition platform of the official website of the President of Ukraine.
According to the law, Volodymyr Zelenskyy is now obliged to officially consider this appeal. The petition was posted on the website on September 24 and within a week had collected the required number of signatures. Its author is Ivan Kazarchuk, who published the initiative on the e-petition platform of the official website of the President of Ukraine.
In the text of the petition, the author refers to Article 4 of the Law of Ukraine "On the Legal Regime of Martial Law". It stipulates that if local governments do not fulfill or improperly fulfill their powers, as well as when there is a threat to their activities, the president may decide to establish a military administration of the settlement.
Article 11 of the same law stipulates that the military administration is established by presidential decree, and the head is appointed in agreement with the General Staff of the Armed Forces of Ukraine. The examples are the already formed military administrations in Berdiansk, Sumy and Kherson.
"In view of the above, we ask you, dear Mr. President, to use the powers granted to you by the Constitution and laws of Ukraine and consider the establishment of the Odesa City Military Administration to ensure the continuous and effective functioning of the authorities in the city of Odesa under martial law," he said.
Kazarchuk argued the need to create such an administration in Odesa by the strategic importance of the city as a major transportation, port, and logistics center. He also draws attention to Odesa's proximity to combat areas and areas with an increased level of threats. According to the author, the continuous functioning of the city's authorities is a matter of national security and defense.
The petition is currently under consideration by the President.
On September 20, the traditional Money for the Armed Forces campaign was held in Odesa on Exchange Square, attended by veterans of the war with Russia. During the event, they appealed to President Volodymyr Zelenskyy to establish a military administration in the city.
In their appeal, the veterans stated that Mayor Hennadiy Trukhanov was spreading pro-Russian sentiment, showing disdain for the military, implementing corruption schemes to avoid mobilization, and failing to provide adequate funding to support the frontline.
