"Odesmiskelektrotrans plans to buy plywood for 3 million

Odesmiskelektrotrans has announced a tender to find a supplier of plywood, fiberboard, and OSB-3.

This is reported in the Prozorro electronic procurement system.

The company plans to buy 200 pieces of 18 mm thick sanded plywood, 65 pieces of 15 mm sanded plywood, 160 pieces of 6.5 mm laminated plywood, 70 pieces of 18 mm sanded plywood, six pieces of 18 mm laminated plywood, 380 pieces of laminated fiberboard, 150 OSB-3 boards.

The auction with an expected purchase value of UAH 2 million 958 thousand is to be held on February 3 in the format of open bidding with special conditions.

Open bidding with peculiarities means that almost all terms are shorter than in open bidding in accordance with the Law On Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, the year before last, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. The government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

For example, the State Enterprise Izmail Commercial Sea Port in Odesa region held a procurement to select a company that would be paid for the maintenance of the Condor portal crane. The procurement was conducted in the format of open bidding with special features, and the only participant was Remtekhmorport Limited Liability Company, which agreed to work for UAH 15 million 603.9 thousand.

The municipal non-profit enterprise Ovidiopolska Hospital, located in Odesa region, held a procurement without an auction to select a contractor to be paid for the overhaul of the therapeutic department. The procurement with an expected value of UAH 23 million 323.6 thousand was held on January 7 in the format of an open tender with special conditions, and the only participant was Davmir Stroy Limited Liability Company.
