The Main Directorate of the National Police in Mykolaiv region is investigating criminal proceedings regarding the possible unjustified receipt of almost UAH 197 million from the budget of Mykolaiv by Mykolaivelectrotrans.
This was reported by Nikcenter with reference to the ruling of the Novodesskyi District Court.
Investigators opened criminal proceedings under the article on official negligence that caused serious consequences.
The case concerns the financing of electric passenger transportation in Mykolaiv in 2022-2025.
According to the investigation, according to the agreement between the city council andMykolaivelectrotrans, concluded in 2020, the city budget was to compensate the company only for the difference between actual expenses and ticket sales.
At the same time, law enforcement officers believe that the company received funds "at full rate" without taking into account its own income and the actual volume of transport on the routes.
Investigators also noted that the executive committee annually concludes transportation contracts with MEs without using an electronic procurement system. According to Nikcenter, in 2025 alone, funding for trams and trolleybuses amounted to UAH 440 million.
The case file states that the certificates of completion did not contain adjustments to payments based on the company's income. According to the investigation, this contradicts the 2020 contract and the standard contract approved by the Cabinet of Ministers.
According to law enforcement estimates, during 2022-2025,Mykolaivelectrotrans could have received UAH 196.8 million from the budget without any grounds.
The largest amount was in 2025 - UAH 62.9 million. In 2022, it was 35.8 million, in 2023 - 49.3 million, and in 2024 - 48.8 million hryvnias.
If found guilty, the company's officials could face two to five years in prison.
