The number of notaries in the Odesa region has increased, and the region is now among the top five regions in Ukraine with the highest number of notaries. Nationwide, the registry has grown over the past year, and a noticeable increase in the number of notaries has also been recorded in regions near the front lines.
This is according to data from the OpenDataBot service.
As of the end of August 2026, there were 6,156 notaries in Ukraine. Over the course of the year, the registry grew by 311 notaries, or approximately 5 percent; however, only 40 of them were new—the rest renewed their licenses. At the same time, 104 notaries ceased their practice.
There were 431 notaries in the Odesa region. This is the fifth-largest region in Ukraine in terms of the number of notaries.
The largest number of notaries is registered in Kyiv—1,365. Next are Kharkiv Oblast—460, Dnipropetrovsk Oblast—457, Lviv Oblast—449, and Odesa Oblast—431. Thus, these five regions account for more than half of all notaries in the country.
According to the map’s data, there are 153 notaries working in the Mykolaiv region, while there are 84 in the Kherson region. At the same time, Kherson Oblast showed one of the most significant increases: over the course of a year, the number of notaries there rose from 33 to 84—a 2.5-fold increase.

Growth was also observed in other regions near the front lines: in Luhansk Oblast, the number of notaries rose to 22; in Donetsk Oblast, to 63; and in Zaporizhzhia Oblast, to 147.
Starting in June 2025, private notaries whose offices are located in areas of potential or active hostilities were permitted to change their office address within their own region. At the same time, they may continue to work in the notarial district specified in their registration certificate.
Overall, 82% of notaries in Ukraine are women. Another notable feature of the registry is the predominance of private practitioners: there are 5,484 of them, while 652 notaries work in state notary offices and 20 in state notary archives.
Odesa Oblast is also among the top five regions in Ukraine with the highest number of accountants who prepare financial statements for businesses. At the same time, the vast majority of these professionals work for only one company.
