Mykolaiv City Council 2024 Budget: Major Expenditures Breakdown

Among the most expensive expenditures of Mykolaiv local authorities in 2024 were the repair of shelters, administrative buildings, territorial defense measures and the purchase of souvenirs.

Intent analyzed the largest procurements made by the executive committee of Mykolaiv City Council using data from the Ukrainian Universal Exchange.

One of the largest procurements was the current repair of the basement of the administrative building of the executive committee of the city council to equip a shelter - 4.8 million. Funds were also allocated for the repair of the civil defense protective structure (shelter) No. 52461 - UAH 4.4 million. More than UAH 10 million was recently allocated for the same shelter and an agreement was signed.

Repair of the administrative building of the executive committee, including the premises of individual offices, cost the budget UAH 151.5 thousand. And 2.7 million hryvnias were allocated to eliminate accidents in budgetary institutions, including carpentry and carpentry work.

The city council allocated UAH 2.27 million for territorial defense measures. In addition, the construction of a video surveillance and video analytics system was started as part ofthe Safe City program. The cost of technical supervision for this project amounted to about UAH 183 thousand.

The city council also continues to spend money on awards and souvenirs. In particular, they purchased:

Among other expenses, significant funds were spent on energy supply: the purchase of natural gas cost UAH 1.26 million and electricity - UAH 2.46 million.

In total, in 2024, the most expensive purchases from the city budget amounted to about UAH 30 million.

In 2025, the executive committee began procuring public security services at its facilities, allocating UAH 1.28 million for this purpose.

One of the procurements aroused the interest of the Antimonopoly Committee of Ukraine. It is an agreement on passenger transportation on city bus routes. The executive committee concluded the agreement with Mykolaivelectrotrans without open bidding, arguing that the company is the only provider of electric transport services. UAH 440 million was allocated for transportation services.

The city council is expected to continue implementing a number of projects, including in the areas of security, transportation, and infrastructure. At the same time, some procurements may be subject to further inspections and public scrutiny.

In 2024, the Mykolaiv Regional Military Administration made a number of expenditures from the local budget for various needs. The analysis showed that a significant part of the funds was spent on the purchase of vehicles, technical support, drones and specialized equipment.

The Mykolaiv Regional Council, as another local government body, spent more than three million hryvnias on its own needs. The main tenders included the purchase of fuel, installation of generators, repairs, and consulting services.
