Fortifications in Kherson region: the department buys construction materials worth millions

Department of Kherson Regional State Administration procured construction materials for defense needs for over UAH 3 million

The Department of Civil Defense and Defense Work of the Kherson Regional State Administration has signed a contract for the purchase of construction materials for defense needs worth UAH 3 million 98 thousand 880.

This is evidenced by data from the Prozorro public procurement system.

The contract is for the purchase of 60 tons of construction rods, rods, wire and profiles under the code DK 021:2015 44330000-2. The cost of one ton of materials is UAH 51,648.

According to the information in the system, the contract was signed on March 10, 2026, and the materials are to be delivered by December 31, 2026.

The procurement was conducted in the format of a contract report without the use of an electronic system, which is allowed during martial law for defense purposes.

The justification states that the construction materials are needed to fulfill mobilization tasks, build engineering structures and equip fortification positions.

At the same time, the system does not publish the name of the supplier company, as well as some technical information about the procurement. Such data may be hidden for security reasons during martial law and published after it is over.

Earlier, Intent wrote how the cost of firewood for the Armed Forces of Ukraine was overestimated by more than half a million hryvnias in Kherson and the head of the housing and maintenance department in Kherson was notified of suspicion of abuse of office during the purchase of wood for the needs of the Armed Forces of Ukraine. According to investigators, the state lost about UAH 600,000 due to the scheme with inflated prices.

In Kherson, investigators are also checking whether the contractor of the Karabelesh hospital illegally received funds while the director was abroad. An employee of the hospital noticed discrepancies in the financial documents and reported them to the police.

In addition, the court seized the businessman's property on suspicion of negligence. A subcontractor overestimated the cost of work during a major renovation of a local college dormitory.
