Kherson seizes property of entrepreneur over corruption in dormitory renovation

In Kherson, a court seized the property of an entrepreneur on suspicion of malpractice. During the overhaul of a local college dormitory, the subcontractor overestimated the cost of the work.

This is evidenced by the ruling of the Zavodskyi District Court of Mykolaiv.

According to the investigation, the entrepreneur did not check the work reports, which led to an overestimation of the volume and cost of construction work during the overhaul of the dormitory of the Kherson Polytechnic College of Odesa Polytechnic State University.

In December 2023, the entrepreneur and the college entered into an agreement for the overhaul of the dormitory damaged as a result of the armed aggression of the Russian Federation. The contractor was obliged to complete the work within a certain time frame, control the quality and scope of work, check the materials used and keep documentation.

The entrepreneur also entered into an agreement with a subcontractor to perform the work. At the same time, the investigation found that the entrepreneur failed to verify the actual scope and cost of the work performed. In particular, the installation of metal-plastic windows of various sizes, installation of plastic window sills, insulation of slopes with mineral slabs with decorative finishes, and the use of drywall and insulation.

Nevertheless, he signed an acceptance certificate worth more than one million hryvnias, which certified the full completion of the work and the use of materials.

The examination found that the scope and cost of the actual work did not correspond to the documentation, and the overstatement amounted to more than UAH 141 thousand.

On January 23, 2026, the entrepreneur was suspected of negligence. The court ruled to seize the suspect's property, including a 2008 Hyundai Matrix car, and prohibited its alienation and disposal.

Also in Kherson, the court granted investigators temporary access to documentation on the construction of radiation shelters for schools. The case concerns possible misappropriation or embezzlement of budget funds.
