Mykolaiv invests 31 million in development of new city master plan

The new master plan for Mykolaiv is scheduled to be completed by the end of 2027. The project requires over 31 million in budget funding. The document will serve as the basis for post-war reconstruction and development of the city's infrastructure.

Yevhen Polyakov, chief architect of Mykolaiv, said this during a speech at the city council's deputy commission on ecology and nature management on March 5.

Of these funds, 16.1 million should be allocated in 2026, and the rest in 2027. According to the official, updating urban planning documentation is a critical legal requirement, as only about 7% of Mykolaiv's territory is currently covered by detailed plans. The absence of an up-to-date General Plan blocks the implementation of important social and investment initiatives, including the construction of housing for people affected by the war and the reconstruction of destroyed facilities, such as school No. 48.

In addition, the document is needed to change the designated purpose of the territories of obsolete industrial zones, including the Crystal plant and the 61 Kommunar shipyard, where large-scale renovation is planned with the support of Denmark. The new development strategy will cover the entire community, including the Shipyard District, coastal protection in the Namiv neighborhood, and the development of a recreational area on the spit.

In 2026, the architects plan to create a historical and architectural reference plan and conduct a comprehensive assessment of the state of the territories, which will become a framework for modeling future design decisions. After the development is completed, the document must undergo an environmental assessment, public discussions, and state expertise before final approval at a city council session.
