Millions in declarations: who is the richest among Mykolaiv city council members and who lives without income

Journalists from the Center for Public Investigations have compiled a rating of the richest deputies of the Mykolaiv City Council, including those who have not shown a single penny of official income for years.

This is stated in the material of the CPR, based on the analysis of declarations.

The first place was taken by non-partisan Mykola Kapatsyna - his family declared UAH 34.9 million. The lion's share - more than UAH 20.8 million - was a gift from his mother, another UAH 8.2 million came from his business, and UAH 4 million was received from the sale of an Audi Q7 and two ATVs. His salary amounted to UAH 454.7 thousand, his wife earned UAH 729.2 thousand, most of it from business. For comparison, in 2023, the family received UAH 59.6 million in income.

Serhiy Kantor, a member of the Nash Krai party, is in second place with UAH 17 million in total family income. He himself earned UAH 11.6 million, most of it from business and bank interest, and his daughter added another UAH 5.3 million.

The third position was taken by non-partisan Artem Iliuk, who declared UAH 7.7 million, of which UAH 7.3 million came from the sale of an apartment. His wife earned UAH 471.2 thousand from business.

Fourth on the list is non-partisan Dmytro Ivanov with a total family income of UAH 6.8 million. He received UAH 1.7 million, and his wife - UAH 2.7 million from business and UAH 2.1 million from the sale of an apartment.

Vitaliy Kim, the head of Mykolaiv Regional State Administration, rounds out the top five with UAH 6.2 million: UAH 1.7 million in salary, UAH 1.6 million from the sale of an apartment, and UAH 267 thousand from rent. His wife declared UAH 1.9 million from the sale of cryptocurrency and UAH 500 thousand of business income.

However, there are those who declare nothing. Non-partisan Andrii Kucherenko has not shown any income since 2019, although he had $5.3 thousand in savings then (in 2024, he had $1.5 thousand left). Oleksandr Kovtun last declared UAH 375.7 thousand in 2023, and his savings were stable at $6 thousand. The couple of Maryna Mazanko (non-partisan) lives on social benefits for IDPs - UAH 60 thousand for the three of them, and they have saved UAH 882.8 thousand. The spouses of Ruslan Moskalenko last declared UAH 26.3 thousand (MP) and UAH 86.3 thousand (wife) in 2023, although they have assets worth UAH 4.7 million. For comparison, in 2019, the couple's joint income amounted to UAH 999.4 thousand, and their savings amounted to UAH 5.3 million.
