Lands of Odesa sanatoriums turned into premium residential complexes

In Odesa, an elite residential complex is being built on Frantsuzsky Boulevard instead of a sanatorium. Officially, it is positioned as a resort and recreation project.

Nikcenter talked about how premium residential complexes are being built under the guise of recreational facilities on the Black Sea coastal areas.

The elite residential complex "Doma Trabotti" is actively advertised on real estate websites. The visualizations show a large-scale project: a square meter costs from 83 thousand. In total, the developer plans to build 16 houses, but construction is not yet underway.

Although the land is officially designated for health and recreation facilities, the apartments are sold openly. In 2019, DM Consulting LLC obtained urban planning conditions for a multifunctional resort complex at 54 Frantsuzsky Boulevard by entering into an agreement with Propert Construction LLC. In 2020, the latter received a permit for the construction of the recreation facility, and Odesa Miskbud became the contractor. In fact, an elite residential complex is being built on the land of the sanatorium.

According to lawyer Dmytro Tkachenko, legal development of residential complexes on recreational land is possible only after the designated purpose is changed. Therefore, developers often declare an object as a recreational one, but in fact build a residential complex. Law enforcement agencies, the State Inspectorate of Architecture and Urban Development, and city authorities are supposed to control this, but in practice, almost no one intervenes. Converting apartments into residential apartments after commissioning is also not entirely legal due to the recreational status of the land.

Property Construction LLC was founded in 2017 in Kyiv. Among the founders are Spetsbudinvest-17 LLC and Oleksandr Bochkov, a resident of Odesa, former head of Odesa Miskbud LLC, the contractor for the development of the former sanatorium "Ukraine".

Officially, the developer of the Doma Trabotti residential complex is Citex development, but Forbes also mentioned the Perfect Group, which is controlled by MP Dmytro Isaienko (formerly a member of the OPFL). The Perfect Group is also building another project on Frantsuzsky Boulevard, the Kandynsky Residential Complex, on the site of the former Magnolia sanatorium.

Also, an elite residential complex is being built on the site of the Odesa sanatorium "Ukraine" instead of a recreational facility. The court dismissed the local resident's lawsuit, and the investigation shows millions of dollars in damages to the community.
