Kherson city water utility plans to buy a car for 800 thousand, and utilities - for more than a million

The municipal enterprise "Parks of Kherson" of the Kherson City Council and the Kherson City Military Administration have announced an open tender with specific requirements to purchase a Renault Duster or its equivalent. However, the expected cost of the vehicles differs by 200 thousand hryvnias.

Intent learned this from the public procurement module of Prozorro.

Kherson City Military Administration announced the tender on August 23. They plan to purchase 2 Renault Dusters for 1.9 million hryvnias. The car must be new and manufactured not earlier than 2024, white or gray in color, have a diesel engine, manual transmission with at least 6 gears, cruise control, climate control, etc. The auction will start on September 3.

Kherson parks announced the tender on August 30. They are purchasing one car and plan to spend 1 million 10 thousand hryvnias on it. This Renault Duster should also be manufactured no earlier than 2024. According to the technical specifications, it should be almost the same as the Renault Duster MBA, but have an automatic transmission. In addition, it is not important for utilities to have climate control. The auction for this car will start on September 9.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Public Procurement Law. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days.

Often, there is no auction during such tenders, so the participant has no competitors.

However, after the beginning of the full-scale aggression of the Russian Federation in 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
