Former creator of edible bouquets in Odesa region chosen to do repairs

For several years in a row, officials in Bolhrad district of Odesa region have been ordering major repairs to entrepreneur Olena Sarain.

According to the publication "Anti-Corruption Dimension," Olena Sarain from Artsyz registered as an individual entrepreneur in August 2022.

Since her registration, 75 agreements worth UAH 11.7 million have been signed with Olena Sarain in the district. All of them were concluded with the entrepreneur directly - without open bidding. At the same time, the documents submitted for participation in the procurement did not contain information about the availability of specialized machinery, equipment or qualified and experienced workers who carried out all these installation and repair works. Although the cost of labor was included in the estimates.

While searching for information about her, journalists noticed that the entrepreneur publicly talked about a completely different business. More precisely, she positioned herself exclusively as the author of edible bouquets and other gifts like them.

The entrepreneur herself told journalists that she had not been working in this field for a long time. The last publications in which she advertised her gift sets date back to September 2024.

The editorial board also tried to find out from Olena Sarain why she abruptly changed her field of activity in 2022 and how, immediately after registering as an individual entrepreneur, she managed to become a successful contractor without competitors. However, answers to these questions had not been received at the time of publication.

Similarly, Ms. Olena ignored the question about her possible family ties to Khrystyna Sarain, a deputy of the Bolhrad District Council from the Nash Krai party, and Valeriy Sarain, a deputy of the Teplytske village council from the Servants of the People party.

Also, the phone number listed in the procurement as the contact number of Olena Sarain's sole proprietorship was for some reason signed by Getcontact users as "Agrofirma Tashlyk." This company, according to YouControl, belongs to Serhii Parashchenko, a deputy of the Odesa Regional Council .
