Kherson checks tender for 15 million for shelter in school

Kherson plans to spend more than UAH 15 million to overhaul the basement of school No. 24, where a simple shelter is to be built. At the same time, the tender is already accompanied by complaints and audits.

As Intent has learned, the procurement was announced at the end of January through the Prozorro system with an expected cost of UAH 16.6 million. The customer was the capital construction department of the city council.

Two companies took part in the bidding - Ukr Bud Restoration and Dniproburservice. During the auction, the former offered a lower price of UAH 15.4 million, but its bid was rejected.

According to the documents, the company did not meet the technical requirements: it submitted incorrect data on the facility, failed to upload the key document with the price offer, and had comments on the proposed generator.

"Ukr Bud Restoration appealed the decision to the Antimonopoly Committee, claiming that the requirements were too strict and that some of the information could be clarified later. However, the committee dismissed the complaint.

As a result,Dniproburserviswas recognized as the winner with a bid of UAH 15.5 million.

At the same time, the procuring entity also found a number of inconsistencies when checking the company's documents. In particular, there was no extract from the register of VAT payers, no information on previous contracts with this customer, and inaccuracies were found regarding the class of consequences of one of the facilities. Nevertheless, the bidder was allowed to correct the errors.

However, on March 17, the State Audit Service of Ukraine began monitoring the procurement. The auditors reported signs of violations of public procurement legislation.

The audit is ongoing.

Earlier, Intent wrote that the winner of the tender for the overhaul of the regional hospital shelter was recognized in Kherson. It was a company that has a dubious reputation due to a criminal case for overestimating the cost of work.

In April, the Kherson Regional Clinical Hospital announced a tender for the overhaul of the basement of the hospital's medical building. The cost of the work was estimated at UAH 35.5 million. The winner of the tender has until December 25, 2025 to complete the repairs. The customer is acting in accordance with the order of the head of the Kherson Regional Military Administration, and the project is being implemented with the support of the International Committee of the Red Cross.

The auction was held on May 2 and was attended by three companies - D.I.S. Construction Company, Khersonmarket Private Enterprise, and Dniprobursevis, which made the cheapest offer and is currently awaiting a decision on signing the agreement. By the way, the company's offer was about UAH 600 thousand less than the expected purchase amount.
