In Mykolaiv, 30 million from housing repairs after shelling were redirected to roads

In Mykolaiv, tens of millions of hryvnias that were supposed to be used to repair damaged housing were redirected to roads. The decision was made with reference to martial law and the provisions of the Budget Code.

The decision was made at a meeting of the executive committee of Mykolaiv City Council.

Mykolaiv has decided to reallocate funds from the special budget fund for 2025. Instead of major repairs to residential buildings damaged as a result of armed aggression, UAH 30.5 million will be allocated for the maintenance and development of city roads.

These are funds provided under the Program for Reforming and Developing the City's Housing and Communal Services for 2025-2029. Funding has been reduced in the area of "Capital repairs of the housing stock", while spending on road infrastructure has been increased by exactly the same amount. The relevant changes will be made to the community budget.

As stated in the decision, the decision is based on the provisions of the Budget Code and takes into account the conditions of martial law in Ukraine.

At the last meeting, the executive committee of Mykolaiv City Council decided to reallocate budget expenditures for 2025 within the already approved allocations. Part of the funds were transferred from the territorial defense program to mobilization preparations, which will be used to purchase materials and pay for services under the city's security program.

Mykolaiv will also receive up to EUR 7.2 million in grant aid to install individual heating stations and improve the energy efficiency of residential buildings. According to Ihor Nabatov, First Deputy Director of the Housing and Utilities Department, this is a continuation of similar projects already implemented in the city.

In March, the executive committee updated the list and volume of material reserves for rapid response to emergencies, including during martial law. The changes include the purchase of emergency equipment, building materials, personal protective equipment, and other necessary resources.
